California e-bike regulations taking effect in 2025
The topic of electric bikes is popular. In fact, I’ve already published two blogs about e-bikes: Can I Buy My Child An E-Bike and Low Price E-bikes Can Come At A Steep Cost. E-bikes are a popular topic of conversation because of their rise in popularity and the governments’ push to regulate this ever-changing field. As such, 2025 brings a new wave of e-bike regulations in California that you need to know.
Why are e-bikes so popular?
It’s simple, really. They give riders a greater sense of independence, requiring less energy and physical capabilities. E-bikes can also replace car rides as a greener alternative.
New regulations on e-bikes in California
Senate Bill 1271 regulations that take effect in 2025:
- All e-bikes must have pedals. (News flash… a bike without pedals is a motorcycle.)
- When reaching 28 mph or higher speed, e-bikes must engage pedal-assist only AND no throttle allowed.
Note: E-bikes allowing you to easily subvert pedal-assist requirements are no longer considered an e-bike and it is illegal to be advertised as such by the manufacturer.
- E-bikes cannot exceed 750 watt motors.

Beginning in 2026, several battery certifications will be required by manufacturers selling e-bikes and e-scooters in California.
Why does e-bike law keep changing?
As with any new invention, the dangers and risks take time to fully comprehend. California Legislature continues to iterate, or “clarify,” existing law when risks to the public become clear and as the product evolves.
Additionally, manufactures selling e-bikes in California, can only do so if they meet the requirements of federal AND state law. Take caution when buying an e-bike out-of-state.
